Check the Preferences > Sounds and check if the path to the sound is correct (on 64-bit Windows it should be Program Files (x86)). You can select files manually again. Also, for the contact going offline sound to work you have to enable notifying about contact going offline in the Notifications menu.
Outgoing messages sound is not playing though (though this is not very critical i think).
